Changes to Mechanic's Lien Laws in effect January 1, 2017

Changes to Pennsylvania's mechanic's lien law went into effect December 31, 2016. The Pennsylvania State Construction Notice Directory, which allows for the registry and tracking of construction projects valued at over $1.5 million has gone into effect. Pennsylvania has become a “Notice to Owner” state under this law and new rules apply to owners, contractors and subcontractors.

The law creates the Pennsylvania State Construction Notice Directory for projects in excess of $1.5 million, imposes new filing requirements for contractors and subcontractors and seeks to minimize claims. The notice and filing requirements supplement existing law and create new filing deadlines.
